How can i control ip flow rules by Webconsole?

i want to contorol Flow Rules by Webconsole, but I cannot find any examples.
what is IP Filter? if i set ip, only that ip can pass gtp tunnel?!

this “IP Filter” corresponds to the packet filter set (TS 23.501 5.7.6), which is used in QoS rule to identify packet flows.
